Justin Edward Milligan, 35, of Blue Springs, Missouri, passed away Wednesday, December 13, 2017. A visitation will be held from 1:00 to 2:00 p.m. on Sunday, December 17, 2017 at Royer Funeral Home, Grain Valley; followed by a funeral service at 1:00 p.m.

Justin was born on January 29, 1982 in Independence, MO, son of Elwood “Woody” and Terri (Rector) Milligan. Justin worked as a maintenance man for Hilton Garden Hill. He loved fishing, roller blading, bicycling and playing with his children. He is preceded in death by his father, Woody Milligan in 2006.

His survivors include his daughter, Isabel Milligan of Blue Springs, MO; son, Blake Eugene Milligan of Blue Springs, MO; mother, Terri Milligan of Blue Springs, MO; sister, Bit Milligan of Blue Springs, MO; and brother, Brandon Milligan of Grain Valley, MO.
